Born out of frustration with development efforts that overpromise and underdeliver, Lapnos was founded to bridge the critical gap between policy and execution—between good intentions and real-world impact. Our mission isn’t to advise from the sidelines, but to co-create, co-implement, and co-own solutions alongside the people and institutions driving change from within.

We work across South Asia and Africa—regions rich in potential but often under-resourced when it comes to system-level reform. Our team blends global technical expertise with local insight to help public institutions strengthen capabilities, digitize operations, and build programs that actually work for the people who rely on them.

From health systems to education policy, from social protection to digital governance, we support the full program lifecycle: designing interventions, deploying teams, managing projects, training institutions, building digital tools, and measuring results. Samira Rahman

Director, Strategy & Public Sector Reform


Samira is a public policy strategist with deep expertise in institutional reform and adaptive governance. Based in Dhaka, she has advised governments and donor partners across South Asia on initiatives ranging from digital public infrastructure to performance-based budgeting. At Lapnos, she leads the design of reform strategies that are politically informed, technically sound, and built to last.

Kwame Adu-Baah

Director, Delivery & Systems Strengthening


Kwame is a public sector delivery specialist with a background in operations, implementation, and systems thinking. Based in Accra, he has led large-scale reform initiatives across West and East Africa, working closely with government counterparts to turn strategy into sustained action. His expertise spans the full delivery chain — from frontline service rollout and institutional coordination to real-time monitoring and adaptive problem-solving. At Lapnos, he oversees implementation-focused engagements that help reformers move beyond planning and navigate the complexity of execution.

Nadia Ssemanda

Director, Monitoring, Learning & Adaptation


Nadia is a MEL and adaptive learning specialist based in Kampala, with over a decade of experience supporting data-driven decision-making in the public sector. She works closely with ministries, donors, and program teams to design evidence systems that are practical, participatory, and politically aware. At Lapnos, she leads our efforts to embed learning into implementation — so programs evolve, adapt, and improve over time.

Aamir Qureshi

Director, Digital Governance & Innovation


Aamir is a digital governance specialist focused on designing platforms and tools that improve transparency, access, and public sector performance. Based in Nairobi, he brings deep experience supporting governments in building digital public infrastructure — from citizen-facing service portals to back-end systems for data integration and decision-making. At Lapnos, he leads our work on digital transformation, helping partners harness technology to strengthen delivery systems and accelerate reform.

Chamath Jayasinghe

Director, Institutional Capacity & Partnerships


Chamath is an institutional development expert with a background in public sector management, training systems, and cross-institutional collaboration. He has supported civil service reform and capacity-building programs across Asia and the Pacific — from designing induction academies to strengthening frontline delivery systems. At Lapnos, he leads efforts to build institutional capacity and facilitate strategic partnerships that enhance implementation and sustainability.

Malik Okoye

Director, Strategic Communications & Policy Influence


Malik is a strategic communications advisor with a focus on policy engagement and behavior change. Based in Abuja, he has helped shape reform narratives for national governments, donor-funded programs, and regional institutions. His work spans everything from message development and stakeholder mapping to high-level policy dialogues.
